Yes, otherwise people would live in a chaotic world, uncivilized.Is it better to have a government than live by the laws of nature?
That would depend on whether you were willing to kill anyone to secure your next meal. Nature is not cruel but in our so called civilized world we seem to think so. In the real world(nature if you like) the strong kill the weak, either as food or to defend food. The weak are always the first to die. Think of that the next time you see your parents or grandparents. Answer your own question.
